Locate Clinton County Correctional Facility Inmates

Clinton County Correctional Facility is the main jail and detention facility for Clinton County, Pennsylvania. People use it to look up inmates held after local arrests, short county sentences, work-release placement, and outside-agency detention. The facility also has a federal and immigration custody role, so the correct lookup depends on the person's legal status. A county detainee search may start with custody notification tools, while state, federal, and ICE detainees require separate locators. Visits, mail, deposits, phone contact, and central processing all follow facility rules that should be checked before travel or payment.

Clinton County Correctional Facility Overview

Clinton County Correctional Facility is at 58 Pine Mountain Road in McElhattan. It is operated through the Clinton County Prison Board and county correctional facility structure, not as a separate state prison or city jail. The facility provides secure detention for pre-trial detainees and convicted county offenders, and it also provides minimum-security re-entry options through Work Release and Community Release for selected people.

The facility is more than a simple local lockup. County research says Clinton County generates revenue by housing prisoners from the state system and other counties, and recent reporting shows federal and immigration populations are present as well. ICE lists the same facility as an immigration detention location under the Philadelphia Field Office. For that reason, an inmate lookup must distinguish a Clinton County arrestee from a sentenced state inmate, a federal prisoner, a U.S. Marshals detainee, or an ICE detainee housed in the same building. Broader county custody context is covered in the Clinton County inmate population hub, while current custody lookup details belong with Clinton County jail inmate records.

Clinton Facility Population Notes

The county page says the current population averages about 300 prisoners. It also says the McElhattan facility opened after the county's older Lock Haven jail history and that a 148-bed expansion was dedicated in December 2003. The county does not publish a separate verified total rated bed count in the located official material. ICE's facility profile lists an ICE-related standard capacity of 50, but that is not the same as the facility's full county-jail capacity.

Recent news adds context but should not be treated as a daily roster count. The Lock Haven Express reported 825 annual ICE detainees in 2025 and 84 ICE detainees plus 14 U.S. Marshals detainees as of March 16, 2026. Spotlight PA reported that Clinton County's monthly ICE-held population increased from 80 in January 2024 to 157 in December 2025. Those figures show a significant federal and immigration overlay at the county facility.

Look Up Clinton Facility Inmates

Clinton County's correctional facility page routes its inmate search resource through Pennsylvania VINE, also known as PA SAVIN. VINE is a custody-status and notification system, not a full local jail roster with booking photos, charge lists, bond fields, and housing-unit detail. For a current county detainee, start with Pennsylvania VINE, then call 570-769-7680 if the person was just booked or the search result is unclear.

  1. Search Pennsylvania VINE by first and last name, or by offender ID if available.
  2. Confirm the result is tied to Clinton County Correctional Facility or the correct Pennsylvania custody agency.
  3. Use the Get Notified option in VINE for release or transfer alerts when the correct person appears.
  4. Call 570-769-7680 for jail confirmation if timing, name spelling, or custody status is uncertain.
  5. Use UJS Case Search for charges, PA DOC for state-sentenced inmates, BOP for sentenced federal inmates, and ICE locator tools for immigration detainees.

The county's online inmate search path is tied to VINE. The screenshot below shows Pennsylvania VINE, the custody-status portal used for Clinton County jail lookup and notifications.

VINE helps answer whether a person is in custody. It does not replace the court docket, ICE locator, federal BOP locator, or a direct jail call when exact release or agency-hold status matters.

Clinton Facility Address and Phone

Use the physical address for visits, central processing, and facility access. The county also lists a PO Box as its mailing or contact block. ICE lists the same physical facility for immigration detention and provides a separate detainee information line. Call before travel because visitor rules, processing rules, and detainee status can change faster than a public web page.

Mail, Phone, and Money

County deposit options are the lobby kiosk, JailATM, and U.S. Postal Money Order. The county deposit page says the lobby kiosk is available seven days a week from 7:00am to 10:00pm, and online deposits can be made through JailATM. Vendor fees were not listed in the county source, so the amount shown by the kiosk, money-order provider, or JailATM checkout should be checked before payment.

ICE detainee mail has a separate identifier rule. ICE says mail should include the last four digits of the A-number, the detainee name, and the sender name and address. Incoming mail is inspected for contraband. ICE detainees cannot receive incoming calls, but urgent messages can be left through 570-769-7680 with the detainee's full name, A-number, caller name, and caller phone number.

Central Processing and Intake

Clinton County's Central Processing Unit is tied to the correctional facility. The county instructions require valid photo identification and all paperwork issued by the Magisterial District Judge for processing or fingerprinting. The Central Booking Center Lieutenant can be reached at 570-769-7680 ext. 3652 Monday through Friday from 8:00am to 4:00pm, and after-hours central-processing calls go to ext. 3650. Public processing hours are listed as seven days per week from 8:00am to 8:00pm.

The practical intake path is arrest, transport to the facility or central processing, identity review, paperwork review, search and property control, fingerprints, possible photograph, screening, classification, and housing. Facility entry rules are strict. County instructions tell visitors to enter the front parking lot, look for the Central Processing Unit sign, walk toward the fingerprinting sign, use the call box beside the entrance gate, and explain the reason for requesting entry to Central Control.

ICE and Federal Detainees

ICE is directly relevant at Clinton County Correctional Facility. The ICE Clinton County Correctional Facility profile lists the facility under the Philadelphia Field Office and provides detainee phone, visitation, attorney visit, mail, FOIA, and complaint information. Callers seeking ICE detainee information should have the person's full name, hyphenated names, aliases, date of birth, and country of birth. The separate ICE Online Detainee Locator can search by A-number and country of birth or by biographical details.

ICE rules do not replace county jail rules for local inmates. The same building can hold different legal populations under different lookup systems and release rules.

Directions and Facility Access

Use 58 Pine Mountain Road, McElhattan, PA 17748 for the physical facility. The county says the McElhattan facility is about five miles from Lock Haven. The most direct regional approach is from Lock Haven or the U.S. 220 and PA 150 corridor toward McElhattan, then Pine Mountain Road to the correctional facility. Official county material did not name a cross street, and no public transit route to the facility was found in the correctional materials.

Parking is located in front of the facility according to ICE, and the county central-processing instructions also direct visitors to the front parking lot. For central processing, secure tobacco products, flame-producing devices, cell phones, photo devices, weapons, and pocket knives in a locked vehicle before approaching the entrance. For ICE family or social visits, ICE says visitors should arrive 45 minutes early for security screening and bring government-issued ID.

About Clinton County Correctional Facility

Clinton County's jail history is unusually specific. The county was created from parts of Centre and Lycoming counties in 1839, and Lock Haven became the county seat in 1844. The first official jail was built in 1852 for $5,557 and enlarged about twenty years later for $22,240 to provide 13 cells. That old jail still stands at 352 E. Church Street in Lock Haven.

The modern McElhattan facility was dedicated in 1990 at a cost of more than three million dollars. The county describes it as built under a "New Generation Philosophy" of jail architecture and inmate management. In December 2003, the county dedicated a 148-bed expansion and states that the expansion was filled with out-of-county inmates within one month. That history explains why the facility page must treat the population as a blended county, contract, federal, and immigration population rather than only a roster of Clinton County arrestees.

Note: Confirm custody, visit approval, and housing-unit schedule with the facility before traveling to McElhattan.
