Search Clinton County Inmate Records

Clinton County inmate records are searched through a custody-status route instead of a county-run roster table. The county jail directs online users to the statewide notification system, while jail staff, court dockets, and public-records requests fill in details that a roster might show in other counties. A Clinton County jail roster search should start with the current custody lookup, then move to phone confirmation when the booking is new or the result is unclear. State, federal, and immigration custody use separate systems, so a person who is not found in the county path may still be held under another authority.

Clinton County Inmate Records Overview

Clinton County does not publish a confirmed local roster table with booking numbers, bonds, housing units, charge fields, and mugshots on the county domain. The Clinton County Correctional Facility page links its inmate search resource to Pennsylvania VINE, also known through PA SAVIN. That route is useful for checking whether a person has custody-status information and for registering for release or transfer notice. It is not the same thing as a full booking profile. For Clinton County inmate records, that distinction matters because the jail also houses out-of-county, state-system, federal, U.S. Marshals, and ICE detainees.

The main county facility is the Clinton County Correctional Facility in McElhattan. It holds pre-trial detainees, convicted county offenders, selected Work Release or Community Release participants, and people held for other agencies. A local arrest may first show in custody information, while formal charges are found through the Pennsylvania court system. Sentenced state prisoners move to the Pennsylvania Department of Corrections locator. Federal sentenced prisoners use BOP, and immigration detainees use ICE. When VINE has no match, the next step is a direct phone check with the jail.

Clinton County lookup rule: Treat VINE as the first online custody check, not as proof that a full local booking record is online.

Use Clinton County Custody Search

The county's online path begins with Pennsylvania VINE. PA SAVIN instructions describe selecting Pennsylvania, entering the offender's first and last name, running the search, and using Get Notified on the correct result. If the person was just arrested, spelling is uncertain, or an outside agency is involved, VINE may lag or may not provide the detail a family member expects. The jail phone line should be used for urgent confirmation before travel, a visit, a deposit, or a bond question.

  1. Open Pennsylvania VINE from the county correctional facility inmate-search link or go directly to the VINE state page.
  2. Search with the legal last name and first name. Try spelling variants when a hyphenated name, nickname, or recent booking may affect the result.
  3. Open the matching record when VINE returns one, then use the notification option if release, transfer, or status changes matter.
  4. Call Clinton County Correctional Facility at 570-769-7680 when the person is not found, was recently booked, or may be held for another agency.
  5. Use UJS Case Search for the court docket once charges are filed, because the custody search is not the formal court record.

The Pennsylvania VINE portal is the official online custody-status route Clinton County points users toward.

Clinton County Inmate Search Fields

Because the Clinton County jail path routes to VINE, the search fields are custody-notification fields rather than a local jail roster form. The most useful search starts with a full name. Offender ID can help when it is known from a prior notice, court paper, or agency record. The notification action is optional, but it is the feature that makes VINE different from a static roster. It can alert a registered user when custody status changes.

Clinton County Inmate Record Fields

A VINE record is narrower than a booking sheet. It may confirm a name, custody status, facility, or notification route, but Clinton County research did not locate public VINE fields for mugshot, charge, bond, or housing-unit detail. Court charges belong in UJS Case Search. Facility-specific questions belong with jail staff. Requests for booking records or booking photos can be routed through Clinton County's Right-to-Know process when the record is not judicial and no exemption applies.

Clinton County Jail vs DOC

People often search the wrong system after an arrest. Clinton County inmate records for current county custody start with VINE and the jail phone line. State-sentenced inmates and parolees are searched through the Pennsylvania Department of Corrections locator, which the DOC says is updated daily and does not include county-facility inmates. BOP and ICE searches are separate again. This split is important at Clinton County Correctional Facility because one building can hold local detainees, outside-agency prisoners, U.S. Marshals detainees, and immigration detainees.

A DOC result means state custody or parole supervision. It should not be read as the Clinton County jail roster.

Clinton County Jail Facility

Clinton County's public detention map centers on one physical facility. No separate municipal jail, regional jail, state prison, federal BOP prison, or standalone ICE facility was identified inside the county from official sources. Municipal police may arrest and process people, but the detention facility named for public jail custody is the Clinton County Correctional Facility. The county page states that the facility provides secure detention for pre-trial and convicted offenders and minimum-security re-entry programming through Work Release and Community Release.

Clinton County Booking Process

Local booking detail comes mainly from the county's Central Processing Unit material. A person may be arrested by municipal police, state police, the sheriff on a warrant, or another authorized agency, then brought to the correctional facility or central processing. The county requires valid photo identification and paperwork issued by the Magisterial District Judge for central-processing and fingerprinting instructions. The Central Booking Center Lieutenant is listed at 570-769-7680 ext. 3652 on weekdays, and after-hours central-processing calls go to ext. 3650.

New bookings may not appear at once in VINE. Property handling, fingerprinting, photographing, medical or safety screening, classification, and housing assignment can all occur before a public lookup produces a useful result. Clinton County visitation material also gives one practical timing rule: new detainees cannot receive visits for at least 14 days and until an approved visitor list has been submitted. Court and bail details should be checked through UJS and the relevant court office, since VINE is not the official bail record.

Note: If a Clinton County booking is recent, call the jail before scheduling travel, sending funds, or relying on an online search result.

Clinton County Visitation Records

Clinton County visits are one hour, one visit per calendar week, and must be scheduled by the approved visitor. The visitor calls the Visitation Officer at 570-769-7680 ext. 3600 no later than 5:00pm the day before the visit. Visitors must arrive 10 minutes early. Valid, non-expired photo ID is required. No phones, purses, backpacks, diaper bags, baby carriers, food, drinks, or similar items may be brought into visitation rooms. Modified Housing Unit Bravo requires prior written approval, and quarantine status blocks visits.

The schedule rotates by housing unit for the listed 2026-2027 week pattern in the county schedule PDF. Dress rules are strict. The shift commander has final say on clothing, and two no-shows can lead to temporary or permanent removal from the visitor list. ICE family or social visits at the same facility are non-contact, require government ID, last up to one hour, and ICE asks visitors to arrive 45 minutes early for security screening.

Clinton County Records Requests

When VINE, the jail phone line, and UJS do not provide the needed Clinton County inmate records, the county Right-to-Know process is the route for non-judicial county records. The Clinton County Right-to-Know page names Desiree B. Myers, Chief Clerk, as open-records officer. Requests may be sent to the Commissioners Office at 2 Piper Way Suite 300, Lock Haven, PA 17745, or by fax, email, or in person using the county's listed contacts. The Pennsylvania Office of Open Records provides standard RTKL forms.

Give enough detail to identify the record: full name, date of birth if known, approximate arrest or booking date, arresting agency, OTN or docket number when known, and the exact record requested. Booking records and photos may be subject to the Pennsylvania Right-to-Know Law, CHRIA, court public-access rules, and exemptions for investigative, intelligence, treatment, juvenile, sealed, expunged, or otherwise protected material. Judicial records are different. Criminal dockets and filed court records should be handled through the Prothonotary and Clerk of Courts or UJS.

Clinton County Inmate Funds

Deposits are separate from the inmate-record search. Clinton County lists three money routes: a lobby kiosk at the correctional facility, online deposits through JailATM, and U.S. Postal Money Order through the mail. The county source gives kiosk hours as 7 days a week from 7:00am to 10:00pm. It did not list vendor fees in the research file, so fees should be confirmed with the vendor or facility before sending money.

ICE detainees cannot receive incoming calls. ICE says urgent messages may be left through 570-769-7680 with the detainee's full name, A-number, caller name, and caller phone. Mail for ICE detainees must include the last four digits of the A-number, detainee name, and sender name and address.

Clinton County CRIMEWATCH Records

The Clinton County Sheriff's Office uses CRIMEWATCH for warrants, most-wanted posts, arrests when the agency publishes them, tips, and mobile app links. Sheriff Kerry W. Stover's office is at the Clinton County Courthouse and can be reached at 570-893-4070. CRIMEWATCH is not the jail roster. It can show photos or charge summaries in specific warrant, most-wanted, or arrest posts, but it does not replace VINE, UJS, DOC, BOP, ICE, or direct jail confirmation.

The Clinton County Sheriff's Office CRIMEWATCH page is the official law-enforcement feed for posted warrants, wanted persons, and agency alerts.
